The Ontario government has launched a public consultation to ban medically unnecessary procedures (MUPs) for cats and dogs, which cause significant suffering to our animal companions. However, the province recently made a troubling change to its plan. While the government originally promised to address all cosmetic mutilations—including declawing, tail docking, ear cropping, and debarking—it has now removed the tail docking of dogs from the list. We must act now to ensure that Ontario does not leave puppies behind.

Tail Docking is Cruel to Dogs
Tail docking is a painful procedure where puppies only a few days old have their tails amputated. This usually happens for purely cosmetic reasons or outdated breed standards. Most of the time, practitioners and breeders perform this surgery without any pain medication. This practice puts young puppies at risk of infection, chronic pain, and even death from blood loss.
Despite this, the latest proposal to ban MUPs excludes tail docking entirely. We do not know why the government dropped this critical protection. However, we do know that groups like the Canadian Kennel Club continue to promote “freedom of choice” to mutilate dogs.
Ontario is currently the only province in Canada with no restrictions on these cosmetic mutilations. This consultation is our best chance to end these cruel practices. We need to send a strong message to Premier Doug Ford and the Solicitor General. The small handful of people who still support this cruelty are outnumbered by compassionate Ontarians who want to protect defenseless dogs.
How to Comment on the Proposal
The public consultation period is open until February 5, 2026, and your voice is essential. Follow these steps to help ban tail docking in Ontario:
- Visit the Registry: Go to the Ontario Regulatory Registry proposal page.
- Submit Your Comment: Click the “Comment on this proposal” button at the top of the page.
- Demand a Full Ban: Explicitly state that tail docking must be included in the list of prohibited medically unnecessary procedures.
We cannot let the government quietly ignore the suffering of thousands of puppies. Please take five minutes today to speak up for those who cannot speak for themselves.
